I have a question for techies in Africa. What would you recommend to someone setting up a website in Africa designed to generate considerable user-interaction and input? A bulletin board, a wiki, or some sort of real-time stream of information (like a Friendfeed or Twitter)? What types of technology are currently popular in Africa?

We want a website in which people will interact frequently and share with us experiences and advice on a variety of topics. One consideration is that bandwidth for many users will be somewhat limited so a more text-based site (i.e. no Flash graphics) will be needed.
