"It's funny. As a business analyst I talk to people how they do things. When it seems antiquated -- I ask them "Why, do you do it that way?" There answer is always the same, "This is how we've always done it". I usually say, that there is a better more efficient way of doing it usually follow with a *gasp* and a excited "Really! How?" It seems like the US could use someone on the outside to just point out such inefficiencies and get people thinking. I think it can be done.
