Congress may prohibit NASA from working on Mars exploration today. Legislating science policy in Congress is a poor idea in general, and shackling NASA's work on Mars at this time makes no sense to me. I believe NASA's Mars work would spawn some of most important scientific (a separate genetic tree of life?) and engineering (engineering long-term sustainable closed-loop ecosystems?). Mars is why I became a scientist, and now we may once again return to the mid-1990s, when entire sections of some NASA Centers had to be padlocked for years because it was illegal to do any work related to the human exploration of Mars.
