Why is the government paying to advertise how to get digital television on a channel that can only be viewed with a digital receiver?

What started as a bad day actually turned out quite well. Latest design approved, now to build it!
@adrianlynch Govt schools and internally. They can install newer versions (IE7 only at this stage) but it is not "supported".

@cindyleigh You should've seen some of the roads we found ourselves on w/ a crappy Merc hatchback and a sports car! 4WD would've been handy!
