I thought they already blocked sites that dont conform to their political or religious opinions in those countries.

Why don't they filter results, not queries. I wouldn't expect that the query itself should be as forbidden as any particular result... Maybe their filters are not sophisticated enough?

I think this is not enough to create a great islamic search engine, they should build their own index or at least create their search algorithms , I know a great project that is just started, its an islamic search engine that index only authentic websites, it has it own database and uses developed search algorithms, the website is in beta version it still under devepolment but the results are great, take a look : http://search.dawahweb.net .
