Whenever W would get something like this wrong, I would always assume it was due to complete ignorance rather than mendacity, while with Romney, I kind of assume it's because he's lying his ass off and that he really does know better. But I just realized that this may be a completely ungrounded assumption. He may in fact be just as ignorant if not more so than W.
