Is this something of a change for the Nobel Peace Prize? Usually it's more after-the-fact, isn't it?

It's not uncommon. One notable and fairly recent example people are mentioning is Nelson Mandela, who won the Prize before apartheid ended. The Prize committee itself pointed out Gorbachev, who won the Prize as sitting head of the USSR for his work in trying to solve the problems there before it actually occurred.
