Not at all? In a company a message can reach ALL employees just because management wants it to.

Depends. I've worked in scenarios where services will exist peacefully in one department, and it's a Good Thing. The more people start using it, the more people who don't get it start to take notice. You can bypass things like IT and legal in large corporations by just focusing on small portions of the company. However, I've seen the benefits of services spreading out to every department: it makes it much, much harder to kill the service when money starts getting tight (like now).

Raanan - that's kinda of my thinking. But there probably needs to be a better delineation between "things that have been decided" and "early market trends/new ideas". The former is supported by the company machines. The latter is more akin to a meme, viral orientation.

Good call Mark - that's how Atlassian's Confluence seems to work.
