But this all misses the point. It's not that they found voter fraud, it's that the Guardian Council said so. They've effectively contradicted Ayatollah Khamenei.

It may be a big deal for the Guardian Council to say that there was fraud, but (they?) also said that "it isn't enough to change the outcome of the election" Right. Exactly a chapter out of Chicago, or US National elections. And let's all be honest with ourselves....How many elections really aren't fixed?

It is nothing like any US election ever. The political system in Iran is entirely different and it's a mixture of religion, non-elected officials and democracy. The non-elected officials hold most of the power. The fact that they are not all on the same page is very significant.

The NYT Lede blog yesterday posted a link to a Chatham House study that reported a turnout of more than 100% in two conservative provinces. (http://www.chathamhouse.org.uk/publica...) However, this is not as damning as it appears at first because it is *nothing new* for Iranian elections. Quote, "In a country where allegations of ‘tombstone voting’ – the practice of using the identity documents of the deceased to cast additional ballots – are both long-standing and widespread, this result is troubling but perhaps not unexpected. This problem did not start with Ahmadinejad; according to official statistics gathered by the International institute for Democracy and Electoral Assistance in Stockholm, there were 12.9% more registered voters at the time of Mohammed Khatami’s 2001 victory than there were citizens of voting age."
