If Whole Foods is serious about bag re-use, they should give a $1 credit per bag, not 10 cents.

I think it's much more likely that Whole Foods is serious about profits and not bag re-use....

They could just not provide bags. I'm pretty sure that's what they do at my local one here in the UK.
