Depends on the design, but if readability is important, it should be dark serif text on light background. Reverse type is a bitch for extended reading.

Definitely depends on the content. My faboo mama blog will look dumb in black. So do food blogs. Photog blogs in white get ignored by me. Any blog with a orange, green or red background get put on my block list. I prefer black, white, dark blue or dark brown.

I suspect that a lot of (not all) people who complain about light backgrounds have their monitor brightness turned up too high. Contrast should be high, but default brightness of TVs and monitors is too high.

Dark backgrounds with white text are not only less readable for me (and I'm only mildly nearsighted) and give me eye strain. They also can create a sort of strobe effect that triggers migranes. Seriously. I simply won't read a blogspot blog that's done in a reverse light-on-dark scheme.

I much prefer light text on dark backgrounds. I find it easier on the eyes, and the web is not paper. I don't find it terribly important though thanks to Compiz's Negative plugin that lets me invert colours.

Given that "trickle-down economics" lays things out in a very bare way, I wonder how persuasive such analysis has. It would seem that, for much of the G.O.P. constituency: 1) non-pocketbook issues trump pocketbook ones, or 2) short-term pocketbook self-interest is trumped by long-term pocketbook aspirations. Well, anyway...that Freakonomics post nicely illustrates how presentation is so important when it comes to quantitative data...for those who care about accurate analysis of data...or data in general.
