I think the change likely reduced the number of queries hitting their database servers, which is computationally huge. So it's probably a listener event which does a quick lookup to see if a friend of your friend is your friend, and if not it exits and doesn't generate an extra DB query and additionally doesn't generate extra tweets. Just a guess though.

I'm guessing the change was rolled into the architecture of the whole series of updates they're doing this week, and would pretty tough to extract and re-implement. It's always surprising how much code I'm able to delete when I "simplify" something.
