Cairo is the only place that makes sense. I know some people from Cairo, and they still looooove Jimmy Carter there. They actually refer to the public buses as "Carter," since they are the result of American foreign aid in the 70s. +1 for American "soft power" diplomacy. - Steve Lynch

an interesting perspective would be if the Islamic world actually cares about a gesture like that. the "Islamic world" is very diverse. we tend to think AQ and mid-east, but Central Asia and the Orient are just as populous. for the US audience it would be a strong political statement re US foreign affairs. - SnakeDoc
