i just read up on this. apparently, it's just like a drain in your sink. not sure if it recycles the water back into the lake though.

It's basically a funnel on the bottom of the lake -- if the water gets too high (due to rainfall) then the water drains to a pipe that leads downstream somewhere. I think. Here's one at 'low tide': http://tinyurl.com/5syczu
