So if one needs support (from say, an institution) - it's hardly a PERSONAL learning environment. But nor is it a VLE. What is it?

Yes, of course. But most either use an institutional VLE, or an institutionally guided PLE.

I don't believe most are motivated enough to build their own PLE without support

Exactly. So theres another construct. Something between a VLE and PLE. A PLE shaped by an institution, oxymoran/paradox as may be.

Should then the institution do nothing, even if it knows unless it requires them to use certain tools they will not use (staff also)

So, how can it be truly personal if it has been so influenced by the institution?

If I show my students tools or services to use, or require them to use them, I (acting as the institution) am building their PLE
