good question Laurent, not sure on the ins and outs of how it all works but there is a serious drug territory war taking place in Oakland and mostly black youth are bearing the brunt of the murders. Mayor Dellums should do two things. Endorse the proposition to legalize marijuana and sell and tax it at liquor store and declare a "war on guns," and lobby to send illegal gun users to jail for longer periods of time. - Thomas Hawk
