Actually, that's a really cool experimental design. Reserve a (relatively) small amount of money and then randomly assign projects just below the existing cut off to the control or experimental group.

Re. my above comment, I think I am allowed to say that as of next year, NPG will be moving away (to an extent) from focusing on IF. As such, today's development is proof that they are already adopting a fresh approach. Well done NPG I say !!
