The governments can not control the environmental issues. They should teach the people and transfer the protection work to the NGO.

Governments might not be able to control the issues, but they can pass laws and create initiatives that will help. Non-profits are already doing what they can, but when corporations sabotage their work, only so much gets done. Governments need to consult with groups working in environmental fields and find out what they can do to best assist the groups.

I do agree with you Heather. The important issue here is the model of proper protection. I believe this model can be different from country to country and even form state to state according to the culture and several other criteria.
