Once more, it depends on target audience. Regular users will probably be happy with predetermined rules, but "power" users will likely want to have some part in defining the "law of the land." There's also a factor of complexity. Simple rooms focusing on one site or product (or company, or whatever) can probably get away with a simple admin-decided policy (no irrelevant stuff, etc. etc.).
