Are charities /not/ allowed to pay staff a reasonable salary?

Article is partly based on recent discussions regarding a proposed Bill C-470 (http://www.imaginecanada.ca/node...). Part of the Bill includes a salary cap for charities. And, typically, the charitable sector employees are the lowest paid amongst all sectors (private, etc.). It's not that chartities are "not allowed" to pay staff a reasonalble salary, it is likely more about the public pressure and lack of understanding of how the charitable needs to operate in order to have impact
