Yes, there's that, but when the vote comes up to the bare minimum usually means that deals were made. They didn't want it to look like they were rubbing the Republican's noses in it. That's how the Democrats tend to work their votes. - Admiral Anika
It wasn't in danger of overwhelmingly passing. Up until the Stupak amendment, it was very likely to not pass. 35 Democrats vowed not to vote for the bill because they felt it was fiscally irresponsible, there are 52 members of the Blue Dog coalition, and 68 members voted for the Stupak amendment. It's much more likely deals were made (like the Stupak amendment) to get Democrats to vote *for* it, not against. - Mark Trapp
