"Take a typical geared hub motor. It revolves with the wheel all the time but there's a one way clutch or freewheel inside the hub so that if the motor is off, or the wheel is revolving faster than the motor is turning, it's disconnected. Now put a fixed cog on the hubmotor and move the hubmotor outside the wheel. Use the fixed cog to drive the chain and rear freewheel on the wheel. The wheel can over-run the hubmotor. But the hubmotor can drive the wheel. Finally also put a freewheel on the motor and drive this with a separate chain from the front chain wheel. Pedalling, turns the hubmotor which turns the rear wheel but the internal freewheel means the motor inside the hubmotor can be unpowered. Power the motor and it will drive the chain to the rear wheel, but the freewheel to the front chainset means the motor can over-run the pedals.
