@Akira: She has fans in other countries as well, but I'd say she's more popular in Japan than anywhere else. She gained fame on 2chan with Japanese users, and it was the Japanese media that invited her to perform on shows and stuff.

she does resemble an idealized anime character, but i fear the attraction/popularity might be a bit more dark in nature.

cynical perhaps, but the the idolatry of "cuteness" with young female imagery in japan stems from a cultural dysfunction that borders on the illicit

I agree with Cee Bee that part of her appeal is she looks younger than her age, which from what I understand, is a prized commodity in Japan.

hebephilia, hmm... i prefer to call it "moe" 萌え (don't really like words with "-philia" part)

@Alvin - not really. Finding her attractive though she looks young (but pubescent) would not indicate hebephilia unless it was an exclusive or overwhelming trend in someones preferences. Even at that, she is perfect for the Japanese market anyway. All that said, she has HUGE eyes and she is just damn cute.

I'm not a huge fan of intentional cuteness. Maybe that's why I don't really enjoy this. It just irritates me.
