We looked at a couple of rating systems but San Francisco based @Klout was head and shoulders above the others. Their metrics are tied to things that are actually important in determining how effective a Twitter account actually is- things like one's network, one's reach and amplification. We've found Klout to be very resistant to being gamed.

Who are the best congressional tweeters? The site Klout.com measures a Twitter user's influence by accounting for more than 25 factors, including reach (number of followers), engagement (how many @ replies you receive), and "velocity" (how often your messages get re-tweeted). The site then gives you a score between 0 and 100. The average score for users in general is about 15. The average score for members of Congress is 20—pretty weak, considering they're public figures with built-in fan bases.

Tools like Klout are getting closer to measuring actual social influence by looking at statistics to retweet velocity, replies and senders to get at the “true reach” of your social media program.

Today, Klout is announcing its most significant release to date. In addition to measuring authority on Twitter, the company is releasing a new, intelligent Twitter List engine that identifies and ranks the top 25 influencers for any topic of interest and produces a new, qualified, and ranked list as a result.

But Klout's just added a new trick that takes it to a new level: By working with Twitter's new Lists function (and associated APIs) Klout also now lets you see the most influential Tweeters on a particular topic of choice, and then you can build a Twitter list of the results. It's a tool with massive potential, obviously.
