On Nov. 18, 2009 the Federal District Court in New Orleans narrowly ruled against the Army Corps of Engineers. They were found responsible for killing people because of substandard maintenance of the Mississippi River Gulf Outlet navigation canal. The Army Corps is legally immune from prosecution for killing people and damaging property when their flood protection structures fail. The immunity does not extend to navigation canals.
