Because they don't hit the follow threshold that gets them enough interaction to demonstrate what Twitter offers. Twitter should have an intro page that describes how to reach that sweet spot. Geeks aside, people tend to go where their friends are currently. I think we just view the world differently then the general population. We try to find the next cool and innovative thing, whereas they just follow their friends around from one service to another. A services worth to them is directly tied into how many of their friends are currently using it. If you are a Facebook user coming to Twitter it won't make a lot of sense. Twitter is a stream is what is happening at the moment, not a cluttered mess of embarrassing party photos (aka FB). Twitter's temporal nature is fundamentally different so I think many of the new users are flocking over simply because some big names are there but don't grasp the temporal "what is happening at this moment" nature of Twitter.
