An interesting post--except that, in the U.S. at least, public libraries didn't have declining circulation during "the good times," and were/are used by most people. So there's reason to build on success and cement relations with more users--but it's not a question of recovering from a dismal past. (The UK is clearly different, and I dunno about Australia.)

Walt, you're absolutely right, as usual. But with financial crisis come the everpresent danger of downsizing or closing, so marketing is STILL critical.
