"Fewer people downloading music illegally" (a UK article about the UK) Headline reads that fewer people are downloading music illegally, but later we actually read that 'fewer' means 4% less out of 1500 people out of the whole UK population. "Around 39 per cent of music fans currently download tracks from illegal sites, compared to 43 per cent last year, the annual digital music survey of 1,500 people found." So yes, it's technically correct that fewer people are downloading music illegally, but only 4% less of the 1500 asked in the whole UK. 1500 people is like like the population of a small rural town." - Justin Fleming
