By age 70 1/2 the seniors who need their pensions are receiving much larger payments than the minimum required distributions. The only people 'forced' to liquidate are the wealthy, who keep their retirement funds intact for as long as possible as an estate planning vehicle. So all the 'pension relief' does is protect the folks who least need the protection, because they can wait out the ride on the markets. Now, turning to the reduction of "capitol gains tax" (sic) that's another protection for the wealthy. If they are liquidating inside of a pension or 401k, they're not subject to capital gains tax.
