"Technically, it's not Xcel that requires solar PV to generate no more than 120% of usage. It's the Colorado Public Utilities Commission, per their ruling labeled "PUC Decision C09-0990". Of course, the PUC is not immune from influence, so who knows what kind of arm-twisting went on to get this silly law passed. This behavior, and similar annoyances thrown up by HOAs, permitting departments, and of course utilities, proves that we need a national "Solar Bill of Rights"."

"Couldn't you drastically reduce your household electrical usage, so you'd have enough power to charge up your car when you get it? You can get hardcore about efficiency: LED lights, EnergyStar appliances, smart power strips, obsessive behavior modification, etc. (Also, FYI all solar installers don't necessarily charge more for micro-inverters, because some are better at passing on savings, like reduced labor costs, to their customers than others.)"
