つまりWindows Server 2003では，「Webグループウエアのサーバーとして利用する場合」「イントラネットのWebサーバーを構築する場合」においてもCALが必要である。マイクロソフトはこの変更について「CALが必要になる条件を簡略化した」と説明している。
