Absolutely Drupal, Joomla is too rigid IMHO. Drupal's a CMF, changing the sites direction in the future isn't a chore, and modular development is always nice and cost effective.

How big and what type of site? What functionality is needed? Any special features wanted? What is it to be run on - LAMPP or IIS ...? Do they code or have access to people who can customise? Hard to recommend the best tool for the job when theres no info about what the "job" is!

@Craig; The CMS solutions can handle large or small websites. From experience with some of the ones mentioned by others I know they can handle large-scale websites, although I'd recommend a custom CMS as it will be able to facilitate the needs of the client without having to edit it to get it to what the client desired.

Made it to 84% before I quit (after letting it go for maybe 20 min). Most other plugins I add/update don't take that long. I'll try to be a little more patient this time. I wonder how long it will take me to figure out how to deploy our servlet and war framework crap on appengine. I bet its not going to be that hard. We already run inside Jetty, Tomcat, WebSphere, WebLogic, etc. This has got to be easier than porting to WebSphere.
