Not sure I quite understand this--and if you add a CC license other than CC0 to public domain material, isn't that copyfraud, since all other CC licenses involve claimed copyright?

Yep, I mis-stated that, it would have to be CC0, which is not a "license", but I think people recognize the little CC icon and it helps clue them in that the material can be re-used.
