It just occurred to me that I have not used a mouse at home for over a year, I have not missed it. I prefer to use the keyboard as much as possible, and my laptop's touchpad comes naturally for point & "click". So honestly, who needs the extra hardware? - Peter Lewis

Oh man. Half a congress devoted to repealing laws. That might almost be enough. How about an 80/20 split instead? Or better yet, you have to spend 2 years repealing for every 1 year you wish to spend legislating. With the repealing stint first. - Stephen Evermore
Personally, I do not like to have a carrot dangled in front of me, only to be taken away when I try to grasp it. 'Click me!' says the enabled menu item, followed by cold, bitter rejection. Also, a limited set of options helps visually narrow down which item I am looking for. Why not have a tooltip explain why the item is disabled? Perhaps the status bar can shed some light when the disabled item is hovered over. What other possibilities are there that I have not thought of? - Peter Lewis

Then you will have an everchanging menu bar, which will confuse users even further. People understand greyed out or inactive controls, they understant that this means "You cannot click this at this point", a fact supported by the fact that nothing happens when you try. - khendar
