Hey Dale, I made it in Macromedia Flash. The program is pretty simple to get started..but doing complex movements takes some time. There are also alot of people who are good animators but not very good cartoonists. So it is important that you can do some drawing and animating. It's a very fun and addicting program to play with. You can probably snag a copy off ebay and save some money. You can also hire people to make videos that you out line. Most 2minute videos will run about $150-250. :) - Michael Roberts
