"It seems to have resolved itself. He's stopped, but we're also better equipped to handle it. We've thought about it, and we think that the issue isn't neighbourly smoke, but rather that our apartment has bad air circulation and no air conditioning, and we need to keep the windows open as much as possible. In other words, the problem wasn't what neighbours were doing, but that we couldn't close our windows to deal with it. We have air filters and a portable air conditioner now, so now we can close the windows. Good for noise, too. I've also taken the post down and made the photos private, because I have since realized that it isn't a good idea to go online to complain about issues with other people (as opposed to customer service issues with companies, for example).
