You create a new module. "If your question really is "What plugin do you use to restrict the permalink text", the answer is, I don't use a plugin, I do it manually. When I edit my articles, right under the text box where your title goes is where the permalink appears. There is a button beside that link labeled "edit" where I manually can modify the permalink, and then click OK to save the change."

"Hi Brian, On the whole, PHP runs pretty well on windows. There's only a few issues like the above that occur from time to time, and the PHP community usually have found a work around. I used to do all my PHP development on a windows machine without any setbacks. These days my local machine runs linux, so I don't often run PHP on windows. It's only that I recently had to put my PHP code into a windows production environment that I even came across this error.
