Even though no states would be on board, it makes a lot of sense. One tiny quibble from me, Representing Minneapolis with only the population of Minneapolis is sort of inaccurate because Saint Paul is only slightly smaller and that's a big chunk of missing urban population. Forth Worth, TX would probably say the same. - Erica Mauter
