I'd have to say if they were being THAT unruly and she was not making enough of an effort to control her children, then she should have been warned ahead of time that they will not be able to continue on their flight if she could not demonstrate control over her kids. But to stop them from getting on the plane without giving them any warning beforehand, that's terrible.
