The devloping countries must put pressure on the US by taking some pro-active measures. The US will not take any concrete steps in the absence of external pressure.

It is clear that the UN forum would not deliver any international treaty with no support from the US Congress. It would better that countries try to cut carbon emission outside an international agreement through understnadings and deals about financial aid and technology transfer.

Surprisingly many countries are doing this thing. Oil and gas sector is earning billions of dollars in profits every quarter and still gets billions in subsidies. The sector is very well established and people are so addicted to fossil fuels that the sector can easily sustain itself. This, however, is not the case with solar PV sector. it is only in its nascent stage of development and expansion and needs monetary and technical support.

"It is nonsense to you but not to the millions who still do not have access to electricity in thousands of villages. From where will the clothing, food and shelter come? Through economic development. Economic development would come if they have access to electricity. This scheme would 6000 MW electricity every year. Distributing food and homes to these people is not a sustainable solution, helping them generate an income for themselves would bring true economic development."
