Bill, it's true. The American education system has been gutted. It blows my mind what qualifies for classes these days; it's certainly nothing like it was when I was a kid. Kids are taught only what is necessary for them to pass nationwide, standardized achievement tests. They're not trained for adulthood at all. Balance a bank account? I wouldn't blame it on incidents like this. Most of the developing countries (like Taiwan, Singapore, etc) have excellent Math & Science education, despite the fact that most students in school have zero access to chemicals, labs, or any interesting equipment whatsoever. Those countries are usually even more restrictive on random experimentation. The real reason Math & Science isn't emphasized in the US is that we glorify other paths to success (business, or reality TV shows, or being an athlete, etc.) - Piaw Na

Well, here in the USSR (when it still was) things were pretty restricted, but the 'Young chemist' set still contained everything from hydrochloric acid to kalium permanganate to Prussian blue and more exotic (nowdays) substances a kid with an itch could use to blast or poison if not half a block than at least the neighbor's apartment. If their connections to their community (and to the country whose capitalist mores allowed them to become rich in the first place) are so tenuous that they are willing to sever them to save on a tax bill, then they should probably go ahead and leave. I think part of what the article is trying to say is there is an optimal taxation policy that brings in the most revenue for the government. If taxes are raised, you can sometimes actually get less aggregate tax because of the way it affects the economy. For example, there is/maybe a huge selloff in the markets during a time when capital gains is low, but it's anticipated going higher. The effect of this might be a larger source of revenue for the government this year than next year. - Chris White
As for the reference to going overseas, I think he was referring to corporations and not individuals. If you are a US citizen, most money you make abroad is taxed, so you'd have to change your citizenship to avoid paying US taxes legally. I'd guess we wouldn't see a lot of people doing that for strictly financial reasons. - Chris White
And of course, the expatriation tax recently introduced makes moving overseas to avoid US taxes a painful proposition. In any case, I agree with Benjy --- people's willingness to move shouldn't impact tax policy. Decreasing marginal utility is what drives progressive taxation, and I see nothing wrong with that. - Piaw Na

It's important to recognize that there are people out there with dramatically different opinions, and to try and understand why they hold those opinions.
