When I decide whether or not to Follow someone back, here's what I look for in order of priority: 1. Followers/Followed - is this person a data scraper or spammer? 2. URL - I like people with URLs filled in. Preferably a blog. 3. Tweets - is there a mix of broadcast tweets and @ tweets? Do they look like they are engaging with other people on twitter?
