"It depends on the state but it is offered in CA, NY , TX, MA and some other states I believe. Loanshoppers.net has some info on this. The naive people were unaware these loans did just fine when they were 70-to-75% loans to borrowers with 720+ credit and strong reserves in the late 80s and 90s. It does not work when you approve waitresses or cashiers who claim $100k income, have 680 & less credit, or 100% financing which is what happened from 2000 onward. lower standard of borrower = more defaults."
