Irrational because it backs you into a corner where the only tools to solve the problem are highly specific to your business.
No rational person designs a monolithic repo setup, it just happens over time and you're stuck as infrastructure is built around it.

It appears Facebook is also headed down that path (one giant repo) which is a bit surprising.
