Relationship to Science 2.0 is clear: new ways of doing science will involve new ways to measure scientific output, impact etc. I don't understand the question about the editor.

Your point could be discussed (precisely, there is nothing but good old bibliometrics and impact measure using good old Thomson SCI in this paper) but I am more interest to understand why a bibliometrics article, which is a discipline per se, gets a biochemist as its Academic Editor.
