@haggis There have been some conspiracy theorists who bring up how China has two large ports in California that are exempt from US gov't oversite. I don't see how that's possible but perhaps someone can "enlighten" me.

Lindsey: given what I've read (and I'll have to find the reference) about the old days of the Confederacy, the plan was to expand the Confederacy south into Central and South America. Of course, this plan is now untenable, but if you're looking for a slave base, that was the direction to go, and it could be that this is what the author was going for.
