If the vendor does not have the staff to do the work, they hire an agency, which in turn hires workers to fill the ranks. This insulates the work from the worker in interesting ways. For example there are states (WA,CA) in which tech workers are exempt from overtime wages. Working 80ish hour weeks is a symptom of these agencies not having to pay overtime to their workers.
