If by "if-by-whiskey" you mean a duplicitous conversational device used by politicians to avoid taking a stand, why of course I'm against it. But if by "if-by-whiskey" you mean one of the finest pieces of blarney written about that Old Mountain Dew and its city companions, then of course I'm for it.
