I think it's Covent Garden station, it has a set of spiral steps.

I don't think its Covent Garden because I think that is 162 steps, and not used just as an emergency exit, but I could be wrong...

It is at the Borough underground station - apart from this stairwell it only has a pair of lifts as connection to teh surface- http://bit.ly/aIEMC
