Everything we currently do (or would want to do) is via an Open API. Therefore, having a repository of every DOI in existence and serving API calls in 2 directions (one to 3rd party data owners and one back to the publishers for them to use) is easy. Creating a middle database to be a trusted central repository of this data should also be easy. Building a plug in for publishers to make use of that data on their sites should also be easy (all with my non-programmer hat on). The hard stuff is crunching the usage data on behalf of people, which could be the Freemium part of the business model.
